Additional Information

This is a six month contractual position with the possibility of renewal or extension.

Job Purpose

To provide architectural and project management services in the building/refurbishment of school buildings and infrastructure within the portfolio of the National Education Trust. The position will also provide technical consultancy services in the execution of fee-based projects undertaken by the NET.

Key Outputs:

  • Reports on proposed construction sites inspected and evaluated
  • Preliminary architectural site layouts
  • System for the storage and security of architectural drawings
  • Architectural designs that incorporates “green building concepts” that are in keeping with best practices and meets the standards for educational institutions
  • Efficient and cost effective building designs
  • Technical advice
  • Project reports (e.g. inception, progress, post evaluation)Design proposals
  • Effective relationships with government agencies, clients and industry stakeholders

Key Responsibility Areas:

Technical / Professional Responsibilities

  • Provide architectural design for construction projects that conforms with required standards.
  • Develop and implement system for the storage and security of architectural drawings and other related documents owned by NET.
  • Provide quality control during construction by attending site meetings and liaising with contractors and other technical team members.
  • Provide technical inputs into documents prepared by NET.
  • Participate in the procurement process for the engagement of architectural services by providing technical inputs.
  • Prepare proposals for the provision of architectural services to external clients as part of business development opportunities.
  • Provide technical leadership for assigned projects.
  • Participate in negotiations with contractors and other project professionals; reviews and approves designs submitted by consultants and other service providers.
  • Prepare and present reports as assigned.
  • Keep abreast of trends in architectural designs and make recommendations on best practices.
  • Maintain effective working relationship with clients and other stakeholders including relevant government agencies

OTHER

  • Contribute to the development/review of operating policies and procedures including technical guidelines
  • Undertake other related assignments as directed
  • Participate in the recruitment of consultants
  • Evaluate the work of consultants and provide reports

Performance Standards:

  • All working drawings produced within agreed time-frame and to NET’s /Ministry's guidelines and standards.
  • Follow up mechanism is implemented for architectural designs.
  • Professionalism and integrity are consistently demonstrated in keeping with the established standards of NET.
  • Projects are efficiently managed throughout all stages of the project cycle up to completion.
  • Site meetings are held as scheduled and appropriate follow-up action taken at all times.
  • Construction programmes are reviewed monthly and directives on corrective actions given to contractors in a timely manner.
  • Construction queries are prepared and delivered to contractors two (2) days after they are discovered.
  • Recommendations for payments are in accordance with work done and key deliverables produced within agreed time-frames and at required standards.
  • Problems recognized and corrective action taken speedily.
  • Reports are accurate and submitted within given time-frame.

Required Competencies:

  • Strong interpersonal skills with the ability to effectively interact with persons at all levels including clients, architects, engineering professionals, sub-contractors including construction site workers.

Technical

  • Sound technical expertise with well-developed knowledge of project planning, analysis, finance and economics
  • Sound knowledge of Jamaica’s Building Codes, Standards and Regulations
  • Knowledge of new methodologies in the construction industry
  • Proficiency in the use of project management and architectural design software e.g. AUTOCAD and other office applications e.g. Microsoft Office Suite

Minimum Required Education and Experience

  • Bachelor’s Degree in Architecture from an accredited educational institution and professional certification in architecture or Masters in Architecture
  • Training in project management
  • At least two (2) years’ experience in architecture
  • Registered member of the Jamaica Institute of Architecture (J.I.A)
  • Possession of a valid driver’s licence and a reliable motor vehicle

Specific Conditions Associated with the Job

  • Required to visit construction sites which may be dusty and hazardous
  • Required to work beyond normal working hours when necessary
  • Required to inspect buildings at heights that may be considered hazardous
